India's cosmetics sector is going through its most significant regulatory overhaul in decades. The Cosmetics Rules 2020, under the Drugs and Cosmetics Act 1940, were substantially amended by the Cosmetics (Amendment) Rules, 2025 (G.S.R. 513(E)), published in the Gazette on 29 July 2025 — covering label terminology clarifications (including precise definitions for "use before" and "date of expiry"), updated record-keeping norms, new license cancellation/suspension provisions, and a notable change to Rule 34(10) allowing export-only cosmetics to carry labelling compliant with the importing country's law rather than India's own labelling rules.
Separately, colours and pigments used in cosmetics are now governed by the updated BIS IS 4707:2025 standard. And in a much bigger move, India's Drugs Controller General presented a draft Drugs, Medical Devices and Cosmetics Act 2025 in October 2025, proposing to replace the 84-year-old 1940 Act entirely — a proposal intended for introduction in Parliament's Winter session. None of this changes what ISO 22716 covers, but it does mean documentation discipline and audit-readiness matter more than ever: CDSCO and State Licensing Authorities are actively tightening the regulatory environment cosmetics manufacturers operate in.
CDSCO's Cosmetics Rules don't name ISO 22716 as a mandatory certification, but a certified GMP system is widely recognised as the operational backbone that supports smooth CDSCO manufacturing licensing, import registration, and — increasingly — corporate retail buyer due diligence.
